Lower Austria is the largest province in Austria in terms of\narea and has the most diverse assets. From state-of-the-art\neducational institutions to industry, agriculture, forestry, energy\nproduction and tourism \u2013 to name but a few. Since April 2017,\nJohanna Mikl-Leitner has been at the helm of Lower Austria as\nGovernor. She sees a very challenging situation for the economy,\nbut nevertheless looks to the future with confidence.<\/p>\n\n\n\n

Is there a primary goal for the Lower Austrian economy that\nyou would like to implement or achieve during your term of office?<\/em>
Johanna Mikl-Leitner:<\/strong> Our economy is in a very challenging situation.\nBusinesses, not only in Lower Austria but all over Europe, are\nstruggling with the consequences of the Ukraine war, with high\nenergy prices, with inflation and, in some cases, with supply chains.\nOur primary goal is therefore to maintain Lower Austria\u2019s attractiveness\nas a business location and to strengthen the competitiveness\nof our companies. We achieve this on the one hand through\ninnovation and on the other hand by intensifying cooperation between\nscience and business.<\/p>\n\n\n\n

<\/p>\n\n\n\n

How does the Province support this cooperation between business\nand science? What measures are there? <\/em>
Mikl-Leitner: <\/strong>We already created the basis about 20 years ago with\nthe Technopole programme. The concept for the success of our four\nTechnopole locations is the close networking of business, science\nand education on site. Today, the Ecoplus Technopoles are internationally\nrenowned locations for cutting-edge research. Technology\ntransfer to small and medium-sized enterprises is at least as important.\nIn Lower Austria, this takes place primarily within the framework\nof the Ecoplus Clusters, which are sector networks in the fields\nof innovative and sustainable construction, food, mechatronics and\nplastics. The focus of the Cluster\u2019s work is on inter-company cooperation\nin which the companies research and develop together and\nlearn with and from each other \u2013 the project\u2019s findings are then\nimplemented back at their respective companies. This concept has\nproven its worth especially in economically challenging times. When\ndevelopments accelerate rapidly \u2013 such as with digitisation \u2013 or\nconcept such as sustainability and circular economy gain in importance,\nit is often more promising to tackle these challenges in cooperation\nwith other companies instead of going it alone.
Basically, Lower Austria as a business location has demonstrated\na high level of innovative strength in recent years, and we also\nneed this to meet the challenges of the future. Therefore, we as a province offer comprehensive support services. This is done, for\nexample, with targeted economic development programmes that\nfocus on research and technology development projects. In addition\nto our provincial funds, we also use large amounts of EU\nfunds.<\/p>\n\n\n\n

With around 280 hectares, more than 380 companies and more than 11,000 jobs, the IZ N\u00d6-S\u00fcd is the largest Ecoplus business park in Lower Austria.

\u201cLower Austria\u2019s economic strategy focusses\non new, creative solutions and innovation,\u201d said\nyour website land-noe.at in 2020. What do these\nsolutions look like?<\/em>
Mikl-Leitner:<\/strong> New, creative solutions are offered,\nfor example, by our spin-offs and startups,\nwhich we want to give the best framework\nconditions to grow in Lower Austria. I am thinking,\nfor example, of Accent \u2013 our high-tech incubator,\nwhich supports start-ups from the idea to the founding of the company, or Tecnet, which supports Lower\nAustrian researchers and founders in the transfer of their research\nresults into marketable products and services. One thing is clear to\nus: We must not rest on past strategies. The task now is to put\nourselves in a great position for the future. Our goal is to become\nthe most dynamic economic region in Europe by\n2030. We want to develop an economic vision for\neach region in Lower Austria and provide it with\nvery concrete measures. We are working on this\nwith the business community.<\/p>\n\n\n\n

<\/p>\n\n\n\n

In the past decades, Lower Austria has positioned\nitself as a thriving education location.\nAre there efforts to further expand the educational\noffers, e.g. with (private) universities and\nuniversities of applied sciences?<\/em>
Mikl-Leitner:<\/strong> Of course, because we want to\nfurther expand Lower Austria as a top region in\nEurope and we can only succeed if we can attract\nthe best minds to our location. The best\npossible conditions to study at the local universities\nof applied sciences are the basis for this.\n110 additional such study places were recently\napproved in the STEM subjects for Lower Austrian\nuniversities of applied sciences. Science\nand research are needed for the major issues\nthat concern us today, such as the energy transition,\nhealth and serious illnesses or the use of\nartificial intelligence. The new university places support our country\non this path into the future.<\/p>\n\n\n\n

How is tourism in Lower Austria doing after the last few years,\nin which hosts faced major challenges? <\/em>
Mikl-Leitner:<\/strong> So far, this year has been very positive despite the\ninflation, but Lower Austria\u2019s tourism experts have many plans still.\nFrom January to June, Lower Austria recorded around 3.3 million\novernight stays. This means a healthy increase of 17 percent compared\nto the same period of the previous year. Compared to January\nto June 2019, Lower Austria is only five per cent below the pre-Covid\nlevels. We are convinced that Lower Austria\u2019s tourism professionals\ncan also expect good demand in the coming months. We have\ndecided to focus on our unique selling points such as cycling, wine and cultural tourism. We can offer our guests\nunforgettable experiences especially in these\nareas.<\/p>\n\n\n\n

<\/p>\n\n\n\n

Due to climate change, winter tourism in\nparticular will be in a bad shape in the future.\nDoes Lower Austrian tourism, which does not\nhave very high mountains and thus less snow,\nhave to reposition itself? What ideas do you\nhave in this regard?<\/em>
Mikl-Leitner:<\/strong> For more than ten years, Lower\nAustria has been consistently following the path\nof developing our ski resorts into year-round mountain experience\ncentres. The Wexl Arena in St. Corona am Wechsel is an internationally\nacclaimed example of how a ski resort can become a highly\nattractive tourist destination all year round through the specific\ndevelopment of offers. The Annaberg lifts have started summer\noperations in 2019, and this year the zipline and the family offer at\nHennesteck have already attracted more than 10,000 guests. Last\nChristmas, due to the unusually high temperatures, both classic\nwinter and summer offers were in operation in parallel for a short\ntime. So, our ropeway and lift operators are already very creative\nand flexible, they adapt to the external conditions. For the mountain\nregions, it is important to use the opportunities of climate change\nfor tourism. When it is very hot in the city, many people are looking\nfor relaxation and coolness in the mountains.<\/p>\n\n\n\n

The digitisation of our lives has been given an enormous boost\nby the pandemic, and the development continues to pick up speed.\nIt is not easy for companies to keep up. What has Lower Austria\ndone so far in this regard?<\/em>
Mikl-Leitner:<\/strong> During the pandemic and also during the current\nenergy crisis, we were often forced to adopt an event-driven economic\npolicy. Events came thick and fast, decisions had to be made\nquickly. This resulted, for example, in the first digitisation subsidy\nof the Province with the Lower Austrian Economic Chamber to help\nbusinesses in lockdown, among other things. We hit the bull\u2019s eye\nwith this economic policy shot from the hip: Our economy is definitely\non the rise in digitisation. We have now supported more than\n1,500 of our companies\u2019 projects with this funding since 2020.
We were able to react so quickly and in such a targeted manner\nbecause we already took the first measures in digitisation in 2015\nto support companies in their digitisation plans, and since 2018 Lower Austrian Digitisation Strategy has been showing\nthe way.
The lighthouse project of this strategy is the House of Digitisation,\nwhich was built by Ecoplus in Tulln and has been in full operation\nsince the end of last year. It not only informs the population across\nall age groups with annually changing exhibitions, but it is also Lower\nAustria\u2019s most comprehensive offer on the topic of digitisation\nunder one roof \u2013 the House of Digitisation is the central contact point\nfor companies and experts in the field of digitisation; all relevant facilities\nand institutions are represented there.<\/p>\n\n\n\n

<\/p>\n\n\n\n

Sustainability and the circular economy are major topics for the\nfuture \u2013 how will companies deal with the so-called green transformation\nand what do you think is down the road?<\/em>
Mikl-Leitner:<\/strong> In Lower Austria we are convinced that climate protection\nand economic growth are not mutually exclusive, but that\nsustainable and resource-conserving economic activity is an important\nbasis for future economic growth and new, regional jobs.
Therefore, we want to make Lower Austria one of the leading\nGreen Smart Regions in Europe in the long term: We support investments\nin sustainable projects, for example through our Eco\nBonus, when companies renovate their old buildings. With our\nbusiness agency Ecoplus, we are implementing a programme for\necological site development that supports municipalities in upgrading upgrading\nexisting business areas to be climate-friendly; we are intensively\ndealing with brownfield recycling. And we want to make Lower\nAustria the centre of the circular economy in Austria. With great\ncompanies that are already successfully working on sunrise concepts,\nwe have incredible potential here. We are driving the development\nof the green transformation with an Ecoplus platform for\ngreen transformation & bioeconomy founded in 2021.<\/p>","protected":false},"excerpt":{"rendered":"
